October Open Board Meeting—October 6, 2016 at Bonnie Brae Elementary School
Call to Order: 7:30PM

Review of Minutes: Brad Koch reviewed minutes from September’s meeting
Treasurer’s Report: John Tedrick
· Our finances are doing well; if all goes as planned, we’ll have a EOY budget reserve of $1,069.
Membership Committee:
· Al and Sandy Obuchowski reported 328 members for 2017.
· Need membership payment by end of October to get into the directory.
Elected Officials update:
Ann Sharp (for Supervisor John Cook)
· Discussed meals tax referendum – upcoming Braddock District Council Meals Tax Meeting 10/12/16 at Kings Park Elementary School 7:30-9 p.m. (5400 Harrow Way, Springfield, VA 22151). 70% of revenue from tax will be allocated to FCPS.
· Saturday, October 15, Supervisor Cook will host a Neighborhood Leadership Town Hall event at Finance Park next to Frost Middle School from 9 a.m. to 1 p.m. Supervisor Cook will be joined by Chairman Bulova and County Executive Ed Long, along with other presenters. Attendees will learn about the topics of HOA governance, storm water, trash/solid waste, neighborhood watch/emergency preparedness, and caregiver support.
· Discussed condition of road in and around Middleridge. Residents need to call and report potholes, etc. to VDOT and Supervisor Cook’s office.
· Discussed sound wall along Ox Road either side of Paynes Church entrance. Supervisor Cook’s office and Delegate Bulova’s office are working with VDOT to find a solution to the maintenance issue.
· Zion Road will be repaved mid-October.
Delegate David Bulova
· David gave an update on the 2016 legislative session and preview of the 2017 session.
· Virginia has a $1.5 bil (2-year) budget shortfall. Will be filled in part by the rainy day fund. Gov. is looking for 10% reduction across the board (excluding higher ed).
· Working on several interesting and difficult issues: opioid use; exceptions for immunizations; drones; Airbnb regulation, self-driving cars, restoration of rights, to name a few.

· Neighborhood Watch—Greg Summer (replacement?) – No Update
· Webmaster—Kim Nelson
o Survey to be sent out on exchange and Nextdoor.
o Joe to add board as “leaders” to Nextdoor site.
o Add “benefits of MCA membership” to webpage
o Consider auto renewal for yearly membership unless opted out.
o Present website at next board meeting in November.
Continuing Business—Issues and Updates
· Server/Website, Next Door Middleridge, member survey—Joe Landry and Kim Nelson – See above
· Dog Waste receptacle with bags—Park Authority comes to pick it up – No update
· Book exchange where people can exchange reading material (in front of empty lot of Broadwater) – no approval necessary,
just build a box and install.
Continuing Business—Upcoming Events
· Dumpster Day—Oct 15th, 8-11 (or when full) POC: Rick Jones
· Halloween Parade—Oct 29th, 2-4pm POC: Grace Tedrick and Anna/ Caroline Albert – Park permit
complete, street permit in process with VDOT, NEED donations of snacks for kids.
New Business:
· Feed the Firefighters? People bringing food for the firefighters—need chair & date
